Microsoft online help for Windows Phone 8.1 shows that App Folders are coming to Windows Phone 8.1. Using the new feature you will be able to organize your favorite apps in a single tile which can then be resized and moved as well. You will be able to add tiles or remove them from folders as well.
Nokia too created App Folders app for Windows Phone 8, which pretty much allows you to do the same thing, but it would be great to have the feature in-built into the OS. This would certainly make the start screen less clunky and allow for more productivity.
